MANILA, Philippines — The Department of the Interior and Local Government (DILG) has expressed support for the National Action Plan for Unity, Peace and Development (NAP-UPD) 2025-2028, the Marcos administration’s blueprint to end armed conflict in the country.
Malacañang adopted the plan in a memorandum last May 2.
“We are committed to helping lead and coordinate its rollout in partnership with local government units and other stakeholders, and to institutionalize localized peacebuilding initiatives that are responsive to each community’s context,” the DILG said in a statement on Friday.
“We likewise urge all LGUs (local government units) to align with the NAP-UPD’s goals, localize peace and development strategies, and contribute to monitoring, coordination, and feedback mechanisms as provided under the circular,” it added.

The action plan was crafted by the National Task Force to End Local Communist Armed Conflict (NTF-Elcac), which will also lead its implementation.
