MANILA, Philippines — Requiring Vice President Sara Duterte to answer the impeachment case against her cannot be done legally while Congress is on break, Senate President Francis “Chiz” Escudero said on Wednesday.

The Senate chief also noted that even in their motion, the impeachment prosecutors acknowledged that the writ of summon can only be issued after the presentation of Articles of Impeachment and the convening of the impeachment court.

“So my question is, have they already presented the Articles of Impeachment in the plenary? Has the court been convened yet? But it hasn’t, right? So the writ of summons is not yet applicable,” Escudero pointed out.
